2008 Küresel Krizi ve Sonrasında Finansal Piyasalarla İlgili Alınan Tedbirlerin İncelenmesi ile Türkiye'ye İlişkin Değerlendirmeler

Abstract

2008 Küresel Ekonomik Krizi tarihte tüm dünyayı farklı oranlarda da olsa etkileyenbir krizdir. Bu kriz gelecekte yaşanabilecek krizler için önemli bir ders niteliğindedir. Bu nedenle yaşanılan krizle ilgili alınan tedbirler büyük önem arz etmektedir.2000'li yıllar boyunca sürekli artış gösteren konut fiyatları olumlu bir hava yaratıp, mortgage kredisi kullanmaya insanları teşvik etmiştir. Yüksek ve orta gelirli kesim için sorun yaratmayan mortgage sistemi düşük gelirli ailelere kredi açılmasıyla birlikte krize ortam hazırlamıştır.Finansal piyasalar kriz için temel neden olmamakla birlikte sorumlusu olarak gösterilmektedir. Çünkü krize aracılık eden türev ürünler üretmiş denetim yetersizliğiyle de spekülatif oyunlara maruz kalmıştır. Dolayısıyla 2008 Küresel Kriz'i türev araçların riskini bir kez daha gözler önüne sermekle birlikte düzenlemelerde serbestleşmenin ve finansal piyasalarda denetimin önemini ortaya çıkarmıştır.

2008 Global Financial Crisis is a crisis that affects whole world in history, albeit in different proportions. This is an important lesson for the crisis which may occur in the future. Therefore, taken precautions for the living crisis are of paramount importance.Showing steady increase in housing prices during the 2000s to create a positive climate, has encouraged people to use mortgage loans. The mortgage system that do not create problem for the high and middle income earners has opened the way for the crisis with the opening credit stolow-income families.Financial markets are shown to be responsible but not the main reason for the crisis. Due to the control deficiencies has produced derivative products that mediate crisis, it has also been exposed to speculative game. Thus, 2008 Global Financial Crisis reveals the risk of derivative instruments, but it has also revealed the importance of liberalization in arrangements and regulation in financial markets.
