Abstract

TEKNOLOJ TRANSFERLER N N ULUSLARARASI L ŞK LERDEK YERAhmet ATAKULÖZETTeknoloji, küresel süreçleri iyi çözümleyip içselleştirmek ve yenipolitikalar geliştirebilmek bakımından önemli bir unsur olarak karşımızaçıkmaktadır. Bu çalışma kapsamında, teknoloji ve teknoloji transferineilişkin tanımlar yapılmış, teknoloji transferi nedenleri, teknoloji transferiyöntemleri ve teknoloji transferinin uluslararası ilişkilerdeki yeriincelenmiştir.Teknolojinin değişik yöntemlerle elde edilmesinde teknolojitransferinin önemli bir yeri bulunmaktadır. Özellikle uluslararasındagerçekleşen teknoloji transferi ülkelerin birbirleri ile ilişkiye girmelerinisağlamaktadır. Bu ilişkide teknoloji transferinin yönü, gelişmiş -teknolojiyisağlayan, teknoloji geliştiren- ülkeden, gelişmekte olan -teknolojiyeihtiyacı olan- ülkelere doğru gerçekleşmektedir. Ayrıca bu süreçtedevletler kadar diğer aktörlerde -çokuluslu şirketler, uluslararası örgütlerve bireyler- etkin rol oynamaktadır. Bu bağlamda teknoloji transferikonusunun, uluslararası ilişkiler içerisinde ilişkileri artırıcı faktör olarakönemli bir konumu bulunmaktadır.THE ROLE OF THE TECHNOLOGY TRANSFERS IN THEINTERNATIONAL RELATIONSAhmet ATAKULABSTRACTTechnology comes forth as an important factor in producing new policiesand adopting them through reasonable analysis into global processes. In thisstudy, technology and expressions related to transfer of technology, reasonsfor transfer of technology, methods for transfer of technology and the place oftransfer of technology in the international relations have been looked through.Transfer of technology plays an important part in gaining technologythrough different methods. The transfer of technology that takes place amongcountries gives rise to relations between them. In this type of relation, thedirection of the transfer of technology follows a route from the developedcountry improving the technology to the devoloping one in need of thattechnology. In this process, some other side factors such as multinationalcompanies, international organizations and individuals play an active role aswell as states. In this respect, transfer of technology is a factor with greatimportance which increases the international relations among countries.
