Yaşanan afetler dünyamızı ve ülkeleri etkilemeye devam etmektedir. Sağlık, ekonomi, sosyal yaşam, eğitim sekteye uğramakta, ölümler yaşanabilmektedir. Bu yüzden daha güvenli bir yaşam için afet risklerini en aza indirecek ya da önleyecek planlar yapılmaktadır. Yapılan planların başarılı olabilmesi için de toplum tarafından benimsenmesi gerekmektedir. Algı yönetimi afetler konusunda olumlu bir yönlendirme yapılmasını sağlayacak, böylelikle insanların zihinlerinde meydana gelen afet algısı ile daha bilinçli bir toplum oluşacaktır. Bu çalışmada afet yönetiminde algı yönetimi kapsamında Sendai Çerçevesi incelenmiştir. Tez, esas itibari ile algı yönetiminin, afet yönetimi ve afet risklerinin azaltılması amacıyla oluşturulan Sendai Çerçevesi üzerine olumlu etkilerinin olacağını savunmaktadır. Teze göre Hyogo Çerçevesi, Sendai Çerçevesi, Sendai Çerçevesi'ne benzer nitelikte oluşturulmuş Türkiye Afet Risk Azaltma Planı (TARAP) ve İl Afet Risk Azaltma Planı (İRAP) gibi afet risklerini azaltmak amacıyla oluşturulan belgelerin ve afet yönetiminin başarılı olabilmesi için afet algısı gerçekleştirilmelidir. Afet yönetiminin başarısı için algı yönetimi önemli bir unsurdur çünkü bir bilgiyi almak ve öğrenmek için öncelikle 'istemek' gerekmektedir. İnsanların bilgiyi almalarına ikna olmaları ve sonrasında istemeleri için algı yönetimi teknikleri uygulanmalıdır. Bunun için yapılması gerekenler tezin sonuç bölümünde önerilmiştir. Tezin sonucuna göre algı yönetiminin, afet yönetimi ve Sendai Çerçevesi uygulamalarında önemli olduğu sonucuna varılmıştır. Teze göre, algı yönetimi ile afet algısının yaratılması ve yayılım göstermesi güvenli yarınlar için elzemdir. Disasters continue to influence countries and the world. Disasters interrupt social life, health, the economy, and education and can cause death. For this reason, planning is very important for reducing the risks to a minimum or preventing them in the first place for safer living conditions. For these plans to be successful, they should be adopted by society. This can be achieved by perception management. Through perception management, positive guidance can be provided to society that will make them more conscious of disasters. In addition to disaster and perception management, this study also investigates the Sendai Framework. The objective of the thesis is to present the positive effects of perception management on disaster management and the Sendai Framework, a document that aims to reduce the risks of disasters. According to the thesis, for disaster management and the documents like the Sendai Framework, and, similar to that, the National Disaster Risk Reduction Plan (TARAP) and Provincial Disaster Risk Reduction Plan (İRAP) of Türkiye to be successful, perception management should be carried out. Perception management is an important element of disaster management because, to get and adopt the information, one should want to do so. For that reason, perception management techniques are applied to society to make them eager to learn about this topic and to ask for information. In the conclusion part of this thesis the steps to be taken to achieve this, are presented. The thesis concludes that perception management, risk management, and Sendai Framework should act in unison. In this way, an accomplished disaster perception can be reached. Creating a conscious society on disasters is keeping a light on the future.
