Sistem Apache Web sunucunun üzerine kurulan PHP betik dili ile geliştirilmiştir. Veri tabam yönetim sistemi olarak MySQL kullanılmıştır. Sistem kullanıcı arabirimi kullanılarak UBE (Uluslararası Bilgisayar Enstitüsü) için özelleştirilmiştir. UBE 'de kurulmuş ve örnek kullanıcılar tarafından test edilmiştir.
