The mission of urban management is to steer the change in a public and societal manner. Urban planning, on the other hand, is one of the most rational tools that will render the management fair, participating, reconciling and transparent characteristics. Within the framework of this approach, and within the scope of urban management and planning, the aim of this study is to explain the process of altering the urban space via urban sprawl and shrinkage policies, which are simultaneous and yet are triggered by differing factors and preferences.
