Bu durumusağlamak için başlangıçta yukarıdan reformlar yoluyla savunmacı modernleşme sürecikullanılmıştır. Bu yöntem paradoksalolarak serfliğin yaygınlaşması örneğinde olduğu gibigeleneksel yapıların güçlenmesine de neden olmuştur. Modernizmin dinamik yapısı, süreçiçerisinde savunmacı modernleşmenin etkinliğini azaltmıştır. Bu gelişme ulusal ve uluslararasıçevreyi dönüştürerek, Rusya için otokrasi ve serflik gibi geleneksel yapıyı oluşturan temellerinvarlığını sürdürmesini imkansızlaşmıştır.The process of Russian modemisation had deeply effected European balance of power. Bythe help of modemisation, on one hand Russia had consolidated its empire inside, on the otherhand it became an actor that has capability to determine European balance of power. In thebeginning to achieve these circumstances Russian government had used limited modemisationwhich was activated by refroms from above. Paradoxically this process stregthened traditionalstructures such as serfdom and autocracy. In time the dynamic nature of modernism madedefensiye modemisation ineffective.
