Article Citation - WoS: 10Citation - Scopus: 14A Key To the "democratic Opening": Rethinking Citizenship, Ethnicity and Turkish Nation-State(Seta Foundation, 2010) Koker, Levent; LawThis article focuses on the ongoing process of transition in Turkey from a "homogeneous national identity", which produced a notion of "equality as sameness", to a "multiculturalist democracy" that requires a new constitutional system that has a conception of "equality in difference". The organization of this paper is as follows: First a brief evaluation of the Kemalist foundations of the Republic will be provided to establish how the official ideology in Turkey conceives of state-society relations. An evaluation of the persistence of this official ideology under the multiparty political system is provided in the second part. The final part of the paper concentrates on the rising public presence of the Kurdish problem, which is forcing Turkish politics to change its constitutional identity, most notably aided by the process of change driven by EU reforms. The article concludes with a call for the inevitability of a radical change in Turkish constitutional identity to include a public recognition of multiculturalism through an acceptance of linguistic and other cultural rights, but leaves open the question of how this change will be realized.Conference Object Software Quality Management Improvement Through Mentoring: an Exploratory Study From Gsd Projects(Springer-verlag Berlin, 2011) Colomo-Palacios, Ricardo; Soto-Acosta, Pedro; Mishra, Alok; Garcia-Crespo, AngelSoftware Quality Management (SQM) is a set of processes and procedures designed to assure the quality of software artifacts along with their development process. In an environment in which software development is evolving to a globalization, SQM is seen as one of its challenges. Global Software Development is a way to develop software across nations, continents, cultures and time zones. The aim of this paper is to detect if mentoring, one of the lead personnel development tools, can improve SQM of projects developed under GSD. The results obtained in the study reveal that the influence of mentoring on SQM is just temperate.Article Citation - Scopus: 1Imperative Remarks for "on Common Coupled Fixed Point Theorems for Comparable Mappings in Ordered Partially Metric Spaces" and an Answer To the Question: How To Smooth It Away(Hindawi Publishing Corporation, 2015) Alsulami,H.H.; Karapinar,E.; Roldán Lpez De Hierro,A.F.We show that the main result in the work by Mutlu et al. is not true. Both have been steadily gaining maturity as their adoption in the software industry grew. Accordingly, several metric suites for assessing different quality attributes of Web Services have been recently proposed. In particular, researchers have focused on measuring services interfaces descriptions, which like any other software artifact, have a measurable size, complexity and quality. This paper presents a study that assesses human perception of some recent services interfaces complexity metrics (Basci and Misra's metrics suite). Empirical evidence suggests that a service interface that it is not complex for a software application, in terms of time and space required to analyze it, will not be necessarily well designed, in terms of best practices for designing Web Services. A Likert-based questionnaire was used to gather individuals opinions about this topic.Article Citation - WoS: 5Component Importance in Coherent Systems With Exchangeable Components(Cambridge Univ Press, 2015) Eryilmaz, SerkanThis paper is concerned with the Birnbaum importance measure of a component in a binary coherent system. A representation for the Birnbaum importance of a component is obtained when the system consists of exchangeable dependent components. The results are closely related to the concept of the signature of a coherent system. Some examples are presented to illustrate the results.Article Citation - WoS: 13Citation - Scopus: 13Evaluation of procedural and clinical outcomes of transcatheter aortic valve implantation: A single-center experience(Kare Publ, 2020) Karaduman, Bilge Duran; Kayaoğlu, Hüseyin Ayhan; Keleş, Telat; Bozkurt, EnginObjective: Transcatheter aortic valve implantation (TAVI) is an established alternative to surgical aortic valve replacement. Our study aimed to evaluate the implementation of TAVI at our large-volume center, having an all-comer patient population with short and long-term follow-ups. Methods: This retrospective, single-center analysis included 556 consecutive patients with symptomatic severe aortic stenosis (AS) who underwent TAVI between July 2011 and December 2019. Results: The mean age of the entire population was 77.6±7.9 years, and 54.9% were women. The Society of Thoracic Surgeons (STS) mean score of the cohort was 6.0%±3.5%. The balloon-expandable valve (Sapien XT, Sapien 3; Edwards Lifesciences, Irvine, California) was the most frequently used valves in this cohort (94.6%). Transfemoral access was used in 96.3% of patients. Implantation success was achieved in 96.6% of cases. During the TAVI procedure, 7.2% of patients required permanent pacemaker implantation, with 37.5% in the Lotus valve group needing the most permanent pacemakers. The mean length of hospital stay for the entire cohort was 4.5±2.3 days. Overall, 22 (3.9%) in-hospital deaths occurred before hospital discharge. The mean follow-up period was 15.1±14.9 months for all patients, and a significant improvement was noted in all echocardiographic parameters and functional capacity. Paravalvular leak (PVL) was documented in 18.9% patients, mild in 17.9%, and moderate in 1% at discharge. No cases with severe PVL, necessitating additional procedures. The multiple logistic regression analysis revealed that sex, STS score, baseline SYNTAX score, bicuspid valve morphology, common femoral artery diameter, and post-TAVI PVL were independent predictors of overall mortality. Conclusion: To our knowledge, this study, which is the largest single-center real-world experience of TAVI in Turkey, demonstrated low complication rates with favorable short- and mid-term THV performance in patients undergoing TAVI.Article Citation - WoS: 10Citation - Scopus: 9Cohomology of Sheaves of Frechet Algebras and Spectral Theory(Pleiades Publishing inc, 2005) Dosiev, AAWe propose a holomorpbic functional calculus for a noncommutative operator family generating a supernilpotent Lie subalgebra. However, in the presence of Sr, during melting and holding durations, the oxide structure of the dross may change which leads to several problems during casting operations. In this work, the amount of Sr was changed and the melt was held for 1 h. Reduced Pressure Test (RPT) was used to asses melt quality change and it was found that cleanliness was increased due to the fading of Sr.Article Citation - Scopus: 9Multipath Exploitation in Emitter Localization for Irregular Terrains(Czech Technical University, 2019) Dalveren,Y.; Kara,A.Electronic Support Measures (ESM) systems have many operational challenges while locating radar emitter's position around irregular terrains such as islands due to multipath scattering. To overcome these challenges, this paper addresses exploiting multipath scattering in passive localization of radar emitters around irregular terrains. The idea is based on the use of multipath scattered signals as virtual sensor through Geographical Information System (GIS). In this way, it is presented that single receiver (ESM receiver) passive localization can be achieved for radar emitters. The study is initiated with estimating candidate multipath scattering centers over irregular terrain. To do this, ESM receivers' Angle of Arrival (AOA) and Time of Arrival (TOA) information are required for directly received radar pulses along with multipath scattered pulses. The problem then turns out to be multiple-sensor localization problem for which Time Difference of Arrival (TDOA)-based techniques can easily be applied. However, there is high degree of uncertainty in location of candidate multipath scattering centers as the multipath scattering involves diffuse components over irregular terrain. Apparently, this causes large localization errors in TDOA. To reduce this error, a reliability based weighting method is proposed. Simulation results regarding with a simplified 3D model are also presented. © 2019 RADIOENGINEERING.
