Baran; Turker, MustafaALS (Amyotrophic Lateral Sclerosis) is a progressive neurodegenerative disease that involves the malfunctioning of motor neurons. The ability of the brain to initiate and control muscle movement is lost subsequent to death of motor neurons. People with ALS present the greatest challenge regarding communication issues. Besides, caring for a loved one with ALS is not an easy task. In this study, we developed an eye-controlled wearable system called "SmartEyes" which improves the life qualities of ALS patients and their caregivers by offering two important skills. The first skill is communicating through predefined voice messages generated by a computer and the second one is controlling several peripherals located in the patient's environment. The developed system is novel in that; the patients can easily vocalize their needs and requests with a few sequential eye movements. Moreover, they can control several household items including desk lamp, rolling curtain, television and air conditioner in the same way. The preliminary experiments showed that the performance of the system is satisfactory. The accuracy of the system commands based on pupil gaze direction was tested on several users and about an accuracy of 89% was achieved. It is believed that the developed system has attracted the patients' and their caregivers' interest very much and this is the main motivation in improving our system.Article Citation - WoS: 10Citation - Scopus: 14A Key To the "democratic Opening": Rethinking Citizenship, Ethnicity and Turkish Nation-State(Seta Foundation, 2010) Koker, Levent; LawThis article focuses on the ongoing process of transition in Turkey from a "homogeneous national identity", which produced a notion of "equality as sameness", to a "multiculturalist democracy" that requires a new constitutional system that has a conception of "equality in difference". The organization of this paper is as follows: First a brief evaluation of the Kemalist foundations of the Republic will be provided to establish how the official ideology in Turkey conceives of state-society relations. An evaluation of the persistence of this official ideology under the multiparty political system is provided in the second part. The final part of the paper concentrates on the rising public presence of the Kurdish problem, which is forcing Turkish politics to change its constitutional identity, most notably aided by the process of change driven by EU reforms. Bunlar geçmişten günümüze yansıyan başta yaşanmışlıklar, tarih, kültür ve sanata yönelik yapıtlardır. Oysaki günümüzde bunun tam tersi olarak geçmişteki bu değerler ekonomik bir takım rant ve beklentilerin esiri olmuştur. Bunun da en önemli nedenleri arasında toplumsal beklentilerin karşılanması ve buna paralel olarak bir takım kurum ve kuruluşların bunu bir rant haline dönüştürme düşüncesidir. Bu durumu yine tarih ve sanata verilmeyen önem olarak gösterebiliriz. Birçok alanda olduğu gibi sanat ve edebi eserler noktasında da artık ekonomik beklenti en ön plandadır. Değişen toplum ve kültür anlayışına paralel olarak ortaya çıkan sorunlar yine birçok farklı kurumun stratejik olarak hareket etmesine neden olmaktadır. Bu çalışmanın amacı, geçmişten günümüze yansıyan klasik Türk edebiyatı içerisinde değerlendirilen eserlerin günümüz televizyon izleyicisine sunulması ve izleyici üzerinde oluşturduğu algının belirlenmesidir. Çalışmamız, son yıllarda bir dizi furyası şeklinde ortaya çıkan televizyon yapıtlarının izleyiciye sunulması ve izleyiciden sağlanan avantajların neler olduğunun belirlenmesidir. Ayrıca seyircinin ilgi ve beğenisini kazanmak amacıyla eserlerde meydana getirilen erozyon ve değişiklikler nedeniyle ortaya çıkan milli değer kayıpları başta olmak üzere yapılan yanlışlıklar ve olumsuzluklar yazıda gösterilmeye çalışılmıştır. Araştırma uygulamalı bir araştırmadır. Araştırmada üç edebi eser \"ROMAN\" ele alınmıştır. Bunlar; Aşk-ı Memnu, Hamının Çiftliği ve Yaprak Dökümü'dür. Bu üç eser hakkında öncelikli olarak literatür değerlendirmesi gerçekleştirilmiştir. Daha sonra ise bu eserlerin televizyona yansıması değerlendirilerek, eserler hakkında televizyon izleyicisinin düşünceleri ele alınmıştır. Araştırmada kullanılan anket iki farklı bölümden oluşmaktadır. Birinci bölümde katılımcıların demografik özelliklerinin belirlenmesine yönelik sorular, ikinci bölümde ise 5'li likert ölçekten oluşan sorular yer almaktadır. Araştırmanın evrenini İstanbul, Ankara gibi iki büyük ilde yaşayan izleyici kitlesi oluşturmaktadır. Araştırmaya (N=300) kadın ve erkek katılım gerçekleştirmiştir. Anket verileri SPSS 20 istatistik programı ile analiz edilmiştir. Araştırmadan elde edilen veriler öncelikli olarak güvenirlilik analizine tabi tutulmuş ve Cronbach's Alfa kat sayısı olarak 0.920 değeri elde edilmiştir. Bu değer çalışmanın oldukça güvenilir olduğunu göstermektedir. Yine veriler farklı analiz yöntemleri kullanılarak analiz edilmiş ve sonuç olarak katılımcıların eserlerin orijinal halleri ile televizyonda gösterilen halleri arasında ciddi bir fark olduğuna işaret ettiği saptanmıştır.Article Unidirectional Data Transfer: a Secure System To Push the Data From a High Security Network To a Lower One Over an Actual Air-Gap(International Journal of Scientific Research in Information Systems and Engineering, 2017) Şengül, Gökhan; Bostan, Atila; Karakaya, MuratThe term “air-gap” is typically used to refer physical and logical separation of two computer networks. This type of a separation is generally preferred when the security levels of the networks are not identical. Although the security requirements entail parting the data networks, there is a growing need for fast and automatic transfer of data especially from high-security networks to low-security ones. To protect security sensitive system from the risks originating from low-security network, unidirectional connections that permit the data transfer only from high to low-security network, namely information-diodes, are in use. Nonetheless, each diode solution has its drawbacks either in performance or security viewpoints. In this study, we present a unidirectional data transfer system in which the primary focus is data and signal security in technical design and with a plausible and adaptable data transfer performance. Such that the networks do not touch each other either in physically or logically and the transfer is guaranteed to be unidirectional. Bu yazıda betonarmeyi oluşturan iki bileşenden beton malzemesi üzerine yoğunlaşılacaktır. Beton; içerisinde farklı karışım oranlarında çimento, agrega ve su ihtiva eden bir yapı malzemesi türüdür. Ülkemizde üretilen yapısal beton türü, birim hacim ağırlığı 2.4 t/m3 olarak tanımlanan normal ağırlıklı betondur. Gelişmiş ülkelerde ise normal ağırlıklı betonun yanında daha hafif agregalarla oluşturulan hafif ağırlıklı beton türünün de yapısal beton olarak yaygın bir şekilde kullanıldığını görmekteyiz.Article A Three-Tier Diagnostic Test To Assess Pre-Service Teachers’ Misconceptions About Global Warming, Greenhouse Effect, Ozone Layer Depletion, and Acid Rain(International Journal of Science Education, 2012) Arslan, Harika Özge; Çiğdemoğlu, Ceyhan; Moseley, ChristineThis study describes the development and validation of a three-tier multiple-choice diagnostic test, the atmosphere-related environmental problems diagnostic test (AREPDiT), to reveal common misconceptions of global warming (GW), greenhouse effect (GE), ozone layer depletion (OLD), and acid rain (AR). The development of a two-tier diagnostic test procedure as described by Treagust constitutes the framework for this study. To differentiate a lack of knowledge from a misconception, a certainty response index is added as a third tier to each item. Based on propositional knowledge statements, related literature, and the identified misconceptions gathered initially from 157 pre-service teachers, the AREPDiT was constructed and administered to 256 pre-service teachers. The Cronbach alpha reliability coefficient of the pre-service teachers’ scores was estimated to be 0.74. Content and face validations were established by senior experts. A moderate positive correlation between the participants’ both-tiers scores and their certainty scores indicated evidence for construct validity. Therefore, the AREPDiT is a reliable and valid instrument not only to identify pre-service teachers’ misconceptions about GW, GE, OLD, and AR but also to differentiate these misconceptions from lack of knowledge. The results also reveal that a majority of the respondents demonstrated limited understandings about atmosphere related environmental problems and held six common misconceptions. Future studies could test the AREPDiT as a tool for assessing the misconceptions held by pre-service teachers from different programs as well as in-service teachers and high school students.Article Citation - Scopus: 1Evaluation of Rebound Hammer Test as a Combined Procedure Used With Drill Core Testing for Evaluation of Existing Structures(2012) Yeşilmen,S.Rebound hammer is a non-destructive test method often used to assess the surface hardness of engineering materials. The method is used as a part of the procedure applied to evaluate existing structures. The concrete core tests are usually combined with rebound hammer tests to decrease costs and damage to the structure. Various studies attempted to establish a reliable relationship between the concrete strength and the rebound coefficient. Proposed formulas and correlation coefficients stayed reliable for narrow limits on factors like concrete age, composition, moisture content, etc. Despite the high uncertainty of the raw data the methodology remains in use. This paper presents the evaluation of rebound hammer and drill core test data from 256 different buildings in Antalya, Turkey. With uncontrolled parameters like environmental factors, age, compressive strength of concrete, the rebound hammer test results showed very little correlation with concrete core test results even for the statistically large data set. © RILEM 2013.Article Citation - WoS: 5Citation - Scopus: 7G-Csf Treatment of Healthy Pediatric Donors Affects Their Hematopoietic Microenvironment Through Changes in Bone Marrow Plasma Cytokines and Stromal Cells(Academic Press Ltd- Elsevier Science Ltd, 2021) Aerts-Kaya, Fatima; Kilic, Emine; Kose, Sevil; Aydin, Gozde; Cagnan, Ilgin; Kuskonmaz, Baris; Uckan-Cetinkaya, DuyguAlthough G-CSF mobilized peripheral blood stem cell (PBSC) transplantation is commonly used in adults, bone marrow (BM) is still the preferred stem cell source in pediatric stem cell transplantation. Despite the fact that G-CSF is increasingly being used to enhance the hematopoietic stem/progenitor cell (HSPC) yield in BM transplantation (G-BM), the direct effects of G-CSF on the pediatric BM microenvironment have never been investigated. The BM hematopoietic niche provides the physical space where the HSPCs reside. This BM niche regulates HSPC quiescence and proliferation through direct interactions with other niche cells, including Mesenchymal Stromal Cells (MSCs). These cells have been shown to secrete a wide range of hematopoietic cytokines (CKs) and growth factors (GFs) involved in differentiation, retention and homing of hematopoietic cells. Here, we assessed changes in the BM microenvironment by measuring levels of 48 different CKs and GFs in G-BM and control BM (C-BM) plasma from pediatric donors. In addition, the effect of G-CSF on cell numbers and characteristics of HSPCs and MSCs was assessed. IL-16, SCGF-b, MIP-1b (all >1000 pg/mL) and RANTES (>10.000 pg/mL) were highly expressed in healthy donor pediatric BM plasma. Levels of IL-3, IL-18, GROa, MCP-3 (p<0.05) were increased in G-BM, whereas levels of RANTES (p<0.001) decreased after G-CSF treatment. We found a negative correlation with increasing age for IL2-Ra and LIF (p<0.05). In addition, a concomitant increase in the number of both hematopoietic and fibroblast colony forming units was observed, indicating that G-CSF affects both HSPC and MSC numbers. F.Owing to the performance of the CdSe as an optoelectronic material used for the production of quantum dots, photosensors and wave traps we here, in this article, report the enhancements in structural and electrical properties that arises from the nanosandwiching of a 40 nm thick Yb film between two films of CdSe (CYbC-40). The CdSe films which were deposited onto glass, Yb and Au substrates are characterized by X-ray diffraction, temperature dependent electrical conductivity and impedance spectroscopy measurements in the frequency range of 10-1800 MHz. The analysis of the XRD patterns have shown that the glass/CdSe/Yb/CdSe films exhibit larger grain size and lower strain, defect density and lower stacking faults compared to the not sandwiched CdSe. In addition, it was observed that the Yb shifts the donor states of the n-type CdSe from 0.44 to 0.29 eV leading to a modification in the built in voltage of the material. On the other hand, the design of the energy band diagram has shown the ability of the formation of the Au/CYbC-40/Yb as Schottky (SB) and the Au/CYbC-40/Au as back to back Schottky barriers (BBSB). While the SB device show low band pass filter characteristics, the BBSB device performed as band stop filters. The BBSB device exhibited negative capacitance effects with filtering features that reveal a return loss of 42 dB at similar to 1440 MHz.
