Abstract
Bu tezde, demokratik iki devletin birbiriyle asla savaşmayacağını savunan Demokratik Barış Teorisi'nin argümanlarına dayanılarak, iç sistem yapılarının devletler ve uluslararası toplum arasındaki ilişkiler üzerine bir yansıması incelenecektir. Teori, uluslararası ilişkilerdeki liberalist bilim adamları tarafından yaratıldığından,liberal akademisyenler varsayımlarının temellerini liberal demokrasiye dayandırmaktadır. Demokratik Barış Teorisinin teorik varsayımları temelinde, bu çalışma, eski Sovyetler Birliği'nin son başkanı Mikhail Gorbaçov'un 1985-1991 yılları arasındaki fikirlerine dayanarak demokrasi ve seçim özgürlüğü yönünde gerçekleştirdiği reform süreçlerine atıfta bulunmaktadır. Bu, SSCB'nin dış ilişkilerinde içsel değişimlere paralel bir dönüşüme yol açan 'Yeni Düşünme' olarak bilinir. Yeni düşünce uluslararası arenada önemli değişiklikleri de beraberinde getirdi. Uluslararası düzeni değiştirdi, farklı uluslar arasındaki ilişkileri geliştirdi, demokratikleşmeyi yaygınlaştırdı, çevreye ve insanlığa öncelik verdi. Ayrıca, batı ve doğu kampları arasındaki ilişkilerin askerileştirme ve ideolojiden liberalleşmesi devletler arasındaki işbirliğinin, ortak oluşumun ve ortak kalkınmanın geliştirilmesine de katkıda bulundu. This thesis try to examine a reflection of domestic system structures on the relationships between states and on the international community, based on the arguments of the Democratic Peace Theory, which argued that two democracies never fight each other. The theory emerged from liberalist scholars in international relations; the theory was created by liberal scholars, so the bases of its assumptions are based on liberal democracy. Based on the theoretical assumptions of the Democratic Peace Theory, this study refers to the reformation processes that had been held by the last president of the former Soviet Union Mikhail Gorbachev, in 1985-1991, towards democracy and freedom of choice based on his ideas. This is known as 'New Thinking', which brought about a transformation in foreign relations of the USSR in parallel with domestic changes. The New Thinking brought about dramatic shifts in the international arena, changed the international order, relations between different nations, spreading democratization, giving priority to the environment and humanity. It also contributed to improving co-operation, co-creation and co-development between states, which liberated relations between west and east camps from militarization and ideology.
