28 Şubat ve 27 Nisan süreçlerinde TBMM ve basında sivil vurgusu

Abstract

Tezde, askeri müdahaleler karşısında Türkiye Büyük Millet Meclisi ve basında sivil vurgusu konusunda bir çalışma yapılmıştır. 28 Şubat 1997 ve 27 Nisan 2007'deki askeri müdahaleler karşılaştırılarak incelenmiş, söz konusu müdahaleler öncesi ve sonrası ikişer aylık dönemde İslami yönelimli Zaman ve Yeni Şafak gazeteleri, meclis tutanakları ve hükümet programları üzerinden `sivil' ve `sivil toplum' vurgusunun frekans analizi yapılmıştır. Bu tezin kaleme alınmasının ardındaki temel etken, Türkiye'de 80 sonrası siyasi söylemin önemli bir parçasını oluşturan `sivil toplum'a, askerin olası müdahalesi karşısında, buna karşı durmak isteyen kesimler arasında yer alan İslami söyleme sıklıkla başvuran siyasi grupların güç kazanmak üzere göndermede bulunup bulunmadıklarını görebilmektir. Frekans analiziyle incelenen gazetelerde askeri müdahaleler sonrasında `sivil' olana vurgunun 28 Şubat 1997'den sonra arttığı gözlemlenmiştir.Anahtar Sözcükler: Sivil Toplum, Sivil, Ordu, Demokrasi, İçerik analizi

This thesis investigates the emphasis on `civil? in Turkish Grand National Assembly and newspapers against military interventions. For this purpose, the military interventions of the Feburary 28th 1997 and April 27th 2007 are compared and contrasted. Two months before and after these interventions are analyzed with reference to the frequency of `civil? and `civil society? in the Islamist newspapers Zaman and Yeni Şafak, in the Minutes of proceedings and governmental programs. The reason for writing this thesis was to find out whether certain groups with an Islamist discourse have made reference to `civil society? against the analyzed interventions of the military. It has been found out that the emphasis on `civil? has increased in the newspapers during the two months after February 28th, 1997.Key Words: Civil Society, Civil, Military, Democracy, Content analysis
