Abstract
Bu tez, İran ve Türkiye'de kültürel dönüşüm ve modernleşme süreçlerinde çevirinin rolünü karşılaştırmalı tarihsel bir analiz yoluyla incelemektedir. İran'da Pehlevi dönemi (1925–1979) ile Türkiye'de erken Cumhuriyet dönemi (1923–1960) üzerine odaklanan çalışma, çeviriyi yalnızca dilsel bir etkinlik olarak değil; siyasal otorite, kurumsal yapılar ve ideolojik öncelikler tarafından şekillenen, tarihsel bağlam içinde konumlanan kültürel bir pratik olarak ele almaktadır. Modernleşme kuramı, ve Çeviri Çalışmaları çerçevesinde yürütülen araştırma, çevirinin modern bilginin aktarılmasında, kültürel kimliğin yeniden yapılandırılmasında ve gelenek ile modernlik arasındaki ilişkinin müzakere edilmesinde nasıl stratejik bir araç olarak işlev gördüğünü ortaya koymayı amaçlamaktadır. Elde edilen bulgular, çevirinin her iki ülkede modernleşme süreçlerinde merkezi ancak farklılaşmış roller üstlendiğini göstermektedir. İran örneğinde çeviri, ağırlıklı olarak seçici uyarlama yoluyla işleyerek Batı kaynaklı bilimsel, edebî ve entelektüel düşüncelerin Farsçaya aktarılmasını sağlamış; bu süreçte kültürel ve tarihsel sürekliliğin korunmasına imkân tanımıştır. Çeviri, modern kavramlar ile yerleşik dinî ve kültürel çerçeveler arasında aracılık ederek kademeli bir modernleşmeyi desteklemiştir. Buna karşılık Türkiye'de çeviri, yüksek derecede kurumsallaşmış ve devlet güdümlü bir yapı içerisinde, devrimci reformların temel araçlarından biri olarak işlev görmüştür. Hukuk çevirileri, dil ve alfabe reformları, eğitim politikaları ve Tercüme Bürosu'nun faaliyetleri aracılığıyla çeviri, kültürel yeniden yapılanma, sekülerleşme ve modern ulusal kimliğin inşasına doğrudan katkıda bulunmuştur. Karşılaştırmalı analiz, bu farklılıkların her iki ülkenin siyasal liderliği, kurumsal kapasitesi ve geleneğe yaklaşımıyla yakından ilişkili olduğunu ortaya koymaktadır. Türkiye hızlı ve merkezi bir dönüşüm süreci izlemişken, İran daha esnek ve uyarlayıcı bir yol benimsemiştir. Bu farklılıklara rağmen, her iki bağlamda da çeviri, küresel bilgi ile yerel gerçeklikler arasında bir köprü işlevi görmüş; eğitim, basın-yayın faaliyetleri ve modern entelektüel seçkinlerin oluşumunu desteklemiştir. Çalışma, çevirinin modernleşmenin ikincil bir unsuru olmadığını; aksine modernliğin tarihsel olarak özgül biçimlerde yorumlandığı, yerelleştirildiği ve inşa edildiği temel bir kültürel güç olduğunu ortaya koymaktadır
This thesis analyses the role of translation in cultural transformation and modernization in Iran and Türkiye through a comparative historical analysis. Focusing on the Pahlavi period in Iran (1925–1979) and the early Republican era in Türkiye (1923–1939) and the Translation Bureau era (1939-1966), the study approaches translation not only as a linguistic activity but also as a historically situated cultural practice shaped by political authority, institutional structures, and ideological priorities. Based on modernization theory, and Translation Studies, this thesis investigates how translation functioned as a strategic tool for transferring modern knowledge, reshaping cultural identity, and negotiating the relationship between tradition and modernity. The analysis shows that translation played a vital but distinct role in the modernization processes of the two countries. In Iran, translation operated mainly through selective adaptation, enabling the introduction of Western scientific, literary, and intellectual ideas into Persian while preserving cultural and historical continuity. Translation supported gradual modernization by mediating between modern concepts and established religious and cultural frameworks. In contrast, translation in Türkiye was highly institutionalized and state-driven, functioning as a key instrument of transformative reform. Through legal translation, language and alphabet reform, educational policies, and the activities of the Translation Bureau, translation actively contributed to cultural restructuring, secularization, and the construction of a modern national identity. The comparative analysis reveals that these differences reflect each country's political leadership, institutional capacity, and approach to tradition. While Türkiye pursued rapid, centralized transformation, Iran followed a more flexible and adaptive path. Despite these contrasts, in both cases, translation functioned as a bridge between global knowledge and local realities, supporting education, print culture, and the formation of modern intellectual elites. The study concludes that translation was not a secondary aspect of modernization but a foundational cultural force through which modernity was interpreted, localized, and constructed in historically specific ways.
