Abstract

Roma’nın İlk İmparatorluk olarak da adlandırılan Principatus Dönemi’nde idarî alanda daha önceki siyasî dönemlerde görülmemiş bir bürokratik yapı gelişmeye ve buna bağlı olarak princeps’e bağlı yüksek devlet memurluk makamları oluşturulmaya başlanmıştır. Bu dönemin ilk princeps’i olan Augustus, ilk başta bütün yönetimsel yetkileri tekelinde tutmuş olsa da çok ileri olmayan bir tarihte, yönetimi merkezileştirerek güçlendirmek amacının bir devamı olarak praefectus’lukları kurmuştur. Prafectus’luk makamını, Cumhuriyet Dönemi’nden kalma bir anlayışla potestas veya imperium sahibi birer magistra olarak değil, doğrudan kendisine bağlı olan ve oldukça önemli yetkilerinin temelinde kendisinin auctoritas’ının bulunduğu birer memurluk olarak tasarlamıştır. Böylece Roma’nın idarî yapısına; gece bekçisi ve itfaiyecilerin başı olarak praefectus vigilum’u, tahıl dağıtım ve denetiminden sorumlu praefectus annonae’i, Roma şehrinin valisi praefectus urbi’yi, kendisinin en önemli temsilcisi ve muhafızlarının komutanı olarak prafecetus praetorio’yu, Roma için büyük önemi olan Mısır Eyaleti’nin valisi olarak da praefectus Aegypti’yi kazandırmıştır.
During the Principate Period, known as the First Empire of Rome, a distinct bureaucratic structure emerged. Augustus, the first princeps, initially wielded all administrative powers, but to centralize and enhance governance, he quickly established praefectus roles. These positions differed markedly from Republican magistrates, who sourced their potestas or imperium from traditional authority. Augustus designed praefectus positions as officials directly accountable to him, with their powers fundamentally rooted in his auctoritas. This restructuring introduced key roles, including the praefectus vigilum, responsible for night watchmen and firefighters; the praefectus annonae, tasked with grain distribution; the praefectus urbi, serving as governor of Rome; the praefectus praetorio, acting as his chief representative and guard commander; and the praefectus Aegypti, governing the crucial province of Egypt. Through these roles, Augustus exerted direct control over essential administrative functions, ensuring effective governance and reinforcing his authority within the empire.
