Department of Public Administration and Political Science
The graduate programs offered by our department includes a master program and a PhD program in Political Science and Public Administration. Master program includes thesis and non-thesis options. The overall aim of our graduate programs is to prepare students for specialization in Political Science and Public Administration. The curricula of our programs are carefully designed to achieve this aim. All programs offered by our department are supported by our highly qualified departmental faculty members. Our master programs provide students with both practical skills and sound theoretical knowledge. They also provide students with good understanding of Turkish and World politics and administration. While the non-thesis studens will conduct a project, the thesis students will conduct a larger research and write a thesis. Our PhD program prepares students for academic careers in political science and public administration. The program is designed to provide students with substantive theoretical knowledge and research skills. It helps students to develop analytical skills and critical thinking. It also helps students to specialize in at least one sub-field of political science and public administration and to produce not only a PhD thesis but also scholarly articles and books.

Abstract

Performans, belirlenen koşullara göre bir işin yerine getirilme düzeyi veya çalışanın davranış biçimi olarak tanımlanmaktadır. Başka bir ifadeyle bir çalışanın belirli bir zaman kesiti içerisinde kendisine verilen görevi yerine getirmek suretiyle elde ettiği sonuçlardır.Performans değerlendirmesi, çalışanın yeteneklerini, gizil gücünü, iş alışkanlıklarını, davranışlarını ve benzeri niteliklerini diğerleriyle karşılaştırarak yapılan sistematik bir ölçmedir Performans değerlendirme sistemleri çalışanların belirli bir dönemdeki fiili başarı durumlarını ve geleceğe ilişkin gelişme potansiyellerini belirlemeye yönelik çalışmalardır.Bu çalışma üç bölümden oluşmaktadır. Birinci bölümde performans kavramı, performans yönetimi ve değerlendirmesi üzerinde durulmuş, literatürde yer alan performans değerlendirme yöntemlerine yer verilmiştir. İkinci bölümde kamu yönetiminde performans ölçümünü gerektiren sebeplerden ve uygulamalardan ve uygulamalardan bahsedilmiştir. Son bölümde ise; Türk kamu personel yönetiminde performans değerlemesi kapsamında mevzuattan yararlanılmıştır. Kamu çalışanının performanslarının hangi usullere göre belirlendiği ve sicillerin amirler tarafından nasıl oluşturulduğu hakkında bilgi verilmiştir.
Performance means the level of accomplisment of a job or a type of the workers behaviour in fixed conditions. İn other words getting the results by having accomplished the jobs which have been given to workers in a short time.Performance evaluatıon is a systematic measurement which is done by comparing the ability of workers their potential talents,behaviours and similar skills and also performance evaluation is a sort of work which can be used to find out the potential devolopment of the staff and their accomplishments in a particular time.Nowadays such evaluations has become more important in public sector as well as private. Also the better data base of the perfromance makes much easier to find out the current condition of workers and the level of theır devolopment on the skills. Moreover supervisor are able to realıze successful workers and make distinction between the successful and the unsuccessful ones.This work has three sections. The first section is based on concept of administration and evaluation of workers performences. İn second section, it s mentioned about the implementation,the reasons and the needs for performance evaluation. İn the last section The Turkish Government follows the legislation to evaluate the worker s performances and also some information are given about the way how supervisors evaluate their staff.
