Ekonomik Büyüme ve Sağlık Harcamaları İlişkisi

Abstract

Beşeri sermayenin asıl kaynağını eğitim oluşturmakla birlikte, toplumun sağlık düzeyi de beşeri sermayeyi besleyen ve gelişmesine önemli katkıda bulunan diğer bir unsur olarak karşımıza çıkmaktadır. Toplumun sağlık düzeyi ile ekonomik gelişmişlik arasında yakın bir ilişki söz konusudur. Ekonomik gelişmesini belli bir düzeye getirebilmiş toplumlarda sağlık için ayrılan kaynaklar arttığı gibi, bireylerin sağlık bilinci de yükselmektedir. Bununla birlikte, sağlık düzeyinin gelişimi de artan verimlilik yoluyla ekonomik büyümeyi hızlandırmaktadır.Bu çalışma ile sağlık ve sağlık hizmetleri kavramı incelenmiş, günümüzde gelişmiş toplumlarda giderek önem kazanan sağlık ekonomisi konusu ele alınmıştır. Çalışma ile sağlık ve ekonomik büyüme arasındaki ilişki değerlendirilmiş; Türkiye'de yapılan sağlık harcamalarının yapısı incelenmiş, bu harcamaları etkileyen faktörler tespit edilmiş, Türkiye'nin gerçekleştirdiği sağlık harcamalarının seçilmiş bazı Avrupa Birliği ülkeleri ile kıyası yapılmış ve konu ile ilgili öneriler sunulmuştur.

Although education constitutes the real source of human capital, the health level of the society is also an element that fosters human capital and makes important contributions to its progress. There is a close relation between the health level of society and the level of economic development. In societies that have brought their economic development to a certain level, not only resources devoted to health increase but also health consciousness arises. Nevertheless, the progress in the health level accelerates economic growth through increased productivity.In this study, we explored the concepts of health and health services and dealt with the subject of health economics that has gradually gained importance in developed countries. By our study we assessed the relation between health and economic development; studied the structure of health expenditures in Turkey, specified the determinants of these expenditures, compared the health expenditures in Turkey with some European countries and made some propositions related to the subject.
