Avrupa Birliği Kültür Politikaları ve Türkiye'ye Etkileri

Abstract

Küreselleşen dünyada bugün için en önemli uluslararası bir entegrasyon olan AB tüm kurum ve kuruluşlarıyla bir birleşik devletler Topluluğu olma yolundadır. Entegrasyon içinde kültürde önemli bir yer tutmaktadır.Bu çalışma; AB'nin tarihsel gelişim sürecinde kültür politikalarının incelenerek gelinen noktanın ve Türkiye'ye etkilerinin tespit edilmesini amaçlamaktadır.Birinci bölümünde Kültür Kavramı, Kürelleşme ve kültür üzerinde durulmuştur. İkinci bölümünde AB'nin tarihsel gelişim süreci, AB kurumları incelenmiştir. AB'nin genel durumu saptanmaya çalışılmıştır.Tezin ana konusunu oluşturan üçüncü bölümde AB kültür politikaları tarihsel gelişim süreci içinde incelenmiş, kültür programları üzerinde durulmuştur. Dördüncü bölümde ise Türkiye'de tarihsel süreç içinde kültür politikaları genel olarak ele alınmış ve AB Türkiye ilişkilerinin gelişimi ve AB kültür politikalarının aday ülke Türkiye'ye etkileri incelenmiştir.Tezde sonuç olarak, çeşitlilik içinde birlik düşüncesi ile AB'de kültür bağlamında bugün gelinen durum saptanmaya çalışılmıştır.

European Union that is an important international integration in the global world with its all institutions and establishments today aims to be united states community. It holds a significant position in terms of culture in this integration.This study, aims to research the cultural politics of European Union in the historical development process and ascertain the position that has been come and the effects of it to Turkey.In the first chapter, concept of culture, globalization and culture are examined.In the second chapter, the historical development process of European Union, the institutions of European Union and their legal basis are worked. The general situation of Eurpean Union is tried to be fixed.In the the third chapter that constitutes the main subject, the European Union cultural politics are studied in the historical development proces, the culture programs are emphasized.As for in the fourth chapter, the cultural politics in terms of historical process are generally investigated and the development of relations between European Union and Turkey and the effects of the politics of European Union to candidate Turkey are studied.Finally in the thesis, with the consistency of union thinking in the variety, the position where it is came in terms of culture is tried to be explored.Key Words:1-European Union2-Culture3-Identity4-Language
