Suriye Krizi Ekseninde Türkiye-iran İlişkileri

Abstract

Orta Doğu ve Kuzey Afrika coğrafyasında başlayan, siyasal, ekonomik ve toplumsal alanlardaki ayaklanma, Suriye topraklarını da etki altına alarak bölge dengeleri üzerinde son derece mühim sonuçlar meydana getirmiştir. Suriye'de Baas rejiminin otoriter tutumuna karşı, toplum reform talebinde bulunmuş ve kitlesel gösterilerde bulunmuştur. Esad yönetimli Baas rejimi ise yasal çerçevede bazı düzenlemeler yapmakla birlikte toplumun tepkisini sona erdirebilecek bir reform gerçekleştirememiş, ülke geneline yayılan kitlesel yürüyüşleri kolluk kuvvetleri ile bastırmaya çalışmıştır. Bu gelişme ülkeyi hızla iç çatışmaya sürüklerken, Türkiye ve İran'ın bölge politikasında yeni bir kırılma meydana getirmiştir. İran'ın statüko yanında yer alması, Türkiye'nin statüko karşısında olması ikili ilişkileri farklı bir rekabet alanına sürüklemiştir. Suriye'de ortaya çıkan rejim karşıtı ayaklanma gerek bölgenin önemli aktörlerini, gerekse büyük güçlerin dış politika gündemlerini meşgul ederek, önem arz etmiştir. Bölgesel dengeleri derinden sarsan söz konusu gelişmeler, Türkiye-İran arasında dış politikaları ve bölgesel siyasetleri üzerinde önemli sonuçlara yol açmıştır. Buradan hareketle bu tezin temel amacı, Suriye Krizi'nin meyil verdiği değişim dalgasının İran ve Türkiye'nin ikili ilişkileri üzerindeki yansımalarının ne düzeyde olduğunu analiz etmektir. Uprisings in the political, economic and social sphere starting in the Middle East and North Africa, by taking under the influence also Syria have brought extremely important results on the region balance. In Syria, against the authoritarian attitude of the Baath regime community have requested reforms and have been found in the massive demonstrations. Assad managed Baathist regime although it made some arrangements in the legal framework, could not perform a reform that will end the response of the community, have tried to suppress the massive marches spanning across the country with law enforcement authorities. While this development quickly drag the country into civil war, has created a new fracture in Turkey and Iran's regional policy. The case of Iran to stand by the status quo, Turkey is also against the status quo has led bilateral relations to a different field of competition. Anti-regime uprising occurring in Syria region by busy foreign policy agenda of either major actors or the great powers has been a critical importance. These developments that deeply shocking regional balance have led to important results on the foreign policy and regional politics of Turkey-Iran. Hence the main purpose of this thesis to analyse what is the level that reflection of the wave of change given slope by Syria Crisis on Iran and Turkey bilateral relations.
