Koronavirüs Sürecinde Bireylerin Yönetenlere Olan Güven Tutumlarının İncelenmesi

Abstract

Vatandaşların algılarında devlet düzeyinin ölçümü yapılırken, can ve mal güvenliğinin korunması önemli esaslar arasında yer almaktadır. Vatandaşların devlete karşı tutumlarının belirlenmesinde ülkenin siyasal, sosyal ve ekonomik göstergelerinin tutarlı olması önemli rol oynarken, devleti oluşturan bireylerin devlete ilişkin psikolojik algıları da son derece önemlidir. Bir başka deyişle bir devletin başta vatandaşın can ve mal güvenliği olmak üzere sosyal, siyasal ve iktisadi haklarını ne ölçüde koruyup kolladığı ve halkın inancı ile tutarlı davranış gösterip göstermediği olguları vatandaşın algısı açısından devlet düzeyinin ölçümünde etkin bir rol oynar. Bu bağlamda ele alınacak olursa devletin niteliği ile ilgili kritik boyut 'güven' hissidir. Meşruiyet halkın devlete karşı davranışlarının ölçümüdür.Yani devletin haklı olduğuna dair inancı içermektedir. Ancak bu ölçümü etkileyen bazı faktörler bulunmaktadır; bunlar güven duyma ya da duymama, memnuniyet veya memnun olmama tutumlarından ziyade psikolojik ve sosyolojik açıdan da ele alınmalıdır. (Gür, N. (2017). Güven, bürokrasi ve refah devleti). Çünkü her birey ayrı ve özel olarak düşünülürse hepsinin içsel motivasyonu etik ve ahlaki değerleri kendi içinde ayrışıp şekillenmektedir. Bazı bireyler olumsuz olaylar karşısında güvenlerini sürdürebilirken bazıları ise bu güveni yeniden inşa etmekte zorlanabilmektedir. Bu nedenle bunun altında yatan psikolojik nedenler ve güven tutumları ele alınmalıdır.

Protection of life and property safety is among the important principles in the measurement of a state level. Consistent political, social and economic indicators of the country in determining attitudes towards the state; and more importantly, the psychological perceptions of the state of the individuals who make up the state. In other words, it should be looked at to what extent the people protect and protect their social, political and economic rights, including the safety of life and property. It is about whether the state behaves consistently with the faith of the people. In this context, the critical dimension regarding the nature of the state is the feeling of 'trust'. Legitimacy is a measure of the people's behavior towards the state, that is, the belief that the state is right. However, there are some factors that affect this measurement; These should be handled psychologically and sociologically rather than attitudes of trust or dissatisfaction, satisfaction or dissatisfaction, because if each individual is considered separately and privately, their internal motivation, ethical and moral values are divided and shaped in themselves. Some individuals may maintain their trust in the face of negative and attitudeless events, while others may struggle to rebuild that trust. Therefore, the underlying psychological reasons and attitudes of trust should be addressed.
