Yükseköğretim Kredi-Burs Sistemlerinin Karşılaştırmalı Ülke Analizi ve Türkiye İçin Bir Model Önerisi

Abstract

In this study, by examining the higher education financing systems of OECD countries and comparing them with the system applied in Türkiye, it is aimed to develop a higher education loan-scholarship model that is applicable for Türkiye, based on the effective use of allocated financial resources, and to develop suggestions for efficient use of finance. For this purpose, first of all, the place and importance of higher education in the education system, its historical development, the developments in financing methods in the process, the main factors affecting the financing of education and the higher education credit-scholarship systems still have applied by developed countries were examined. Afterwards, in the light of information on the higher education system and financing in Türkiye, and short, medium and long-term evaluations on higher education, suggestions were made on how a credit-scholarship system could be applied and the resources provided to be used more effectively and efficiently. In the research, despite the increasing demand for higher education in Türkiye and the increasing trend in the need for trained manpower, it has been evaluated that the public resources allocated to higher education are not sufficient for the sustainability and development of the existing structure, and the resources that can be allocated tend to decrease continuously despite the increase in the number of higher education institutions. In this context, some systems have applied in developed countries within the scope of management, distribution, supervision, remuneration and expenditure, which are sub-dimensions of higher education financing, were examined, and as a result, suggestions were developed for the establishment of a scholarship/credit system in a way that would be inversely proportional to the income level of all students who want higher education in Türkiye.
