    Smart urban development recognises the interconnection between urban, social, ecological and economic spheres but also requires a robust governance framework, innovation and institutional learning. Smart urban development involves multidisciplinary collaboration and widespread consultation. Big data and high-tech decision-support systems (DSS) can be part of the solution but not without administrative competency, civic professionalism and policy learning. Strategic plans should balance logistic infrastructure imperatives with ecological and local considerations. Institutionally, traditional planning confronts alternate policy foci. For Healy 'Clashes between conceptual frameworks and legitimising rationales are commonplace'. The rapidly evolving global economy accentuates stakeholder tensions. Urban regeneration quality is multifaceted but considerations include architecture and design merit, density and housing affordability, public realm enhancement, connective infrastructure. Smart development is adaptable and evolves in response to multiple pressures.     In What Sense an Evolution of Metropolitan Planning Actors?

    This chapter addresses the changing roles of actors in metropolitan planning considering generations of metropolitan reforms where planning strategies and policies are shaped by agents with oftentimes conflicting conceptions and agendas about metropolitan planning. We identify and examine the transformation of key metropolitan planning actors in relation to fluctuating planning styles and assess the unintended consequences associated with changing power relations. We use illustrative examples from the West and Global Southwhere ad hoc actors and constellations of actors shape metropolitan planning in different ways. The overall contribution is to provide a trajectory of the changing nature of influential actors and the interests that lie behind the redefinition and reinterpretation of metropolitan planning.

    This chapter reviews how interpersonal influences, institutional influences, the volunteer experience, life events, and practical considerations affect starting or stopping formal volunteering. Interpersonal exchanges and relationships affect volunteering by providing an opportunity for people to be asked to volunteer, by providing an incentive to volunteer for organizations that benefit a friend or family member, by providing emotional and practical support for volunteering, and by socializing people into the volunteer role. Institutions directly influence volunteering by actively sponsoring or facilitating participants’ volunteering, socializing people to volunteer, and providing individuals with the skills and resources necessary for volunteering. © David Horton Smith, Robert A.
