    Simultaneous Pickup and Delivery Model Suggestion for Personnel Transportation in Covid-19 Pandemic Conditions

    The impact of COVID-19 on the transportation costs of a large-scale company has been examined. Before the pandemic, shift personnel were transported to the factory by shuttles, and after a quick shift change, other shift personnel were transported back to their homes. However, with the implementation of laws mandating the reduction of shuttle seat capacities, transportation costs have risen significantly. To address this issue, a new simultaneous pickup and delivery model is proposed as an alternative to the separate transportation of shift workers. The results of this study indicate that the proposed model provides a substantial advantage in terms of both the number of vehicles used and the total distance traveled, leading to a significant reduction in costs. This research underscores the importance of effective operations research practices for the profitability of companies, particularly in extraordinary circumstances such as the COVID-19 pandemic.

    Düzensiz Göç Hareketlerinin Tespitinde İhas Kullanımı: İhas Üslerinin Tespiti ve Uçuş Devriyelerin Belirlenmesi

    Uluslararası göç, küreselleşen dünyada sosyal, politik ve ekonomik açıdan toplumları derinden etkileyen önemli bir olgu haline gelmiştir. Özellikle son dönemde artan göç hareketleri, hedef ülkelerin güvenlik politikalarını sıkılaştırmasına neden olmuştur. Düzensiz göçün engellenmesi için güvenlik sistemlerinin ve güvenlik birimlerinin etkili bir şekilde koordine çalışması gerekmektedir. Bu bağlamda, İnsansız Hava Aracı Sistemleri (İHAS) geniş alanları hızlı tarayabilme, yüksek çözünürlüklü görüntüler sağlama ve uzun süre havada kalabilme gibi avantajlarıyla önemli bir rol oynamaktadır. Ülkemizin İHAS teknolojisinde dünya çapında lider olması, düzensiz göçün önlenmesinde büyük bir katkı sağlamaktadır. Çalışmanın ana odak noktası, düzensiz göç güzergâhlarını izlemek amacıyla İHAS'ların kullanımını ele almaktadır. Bu kapsamda, İHAS'ların konumlandırılması ve uçuş rotalarının matematiksel modeller kullanılarak belirlenmesi incelenmiştir. İHAS'lar genellikle üç ila altı İHA'dan oluşur ve belirlenen hava üslerine konuşlandırılır. Uygun üs ve güzergâh seçimi, sistemin etkinliği açısından kritik öneme sahiptir. Yanlış seçimler, keşif faaliyetlerinin verimsiz olmasına yol açabilir. Çalışma kapsamında oluşturulan jenerik senaryoda, İHAS üs bölgesinin seçimi ve İHA uçuşlarının güzergâh rotalaması karışık tam sayılı programlama ile modellenmiş ve GAMS optimizasyon yazılımı ile sonuçlar elde edilmiştir.

    Medicine Distribution Problem Between Pharmacy Warehouse and Pharmacies

    The pharmaceutical supply chain consists of supplier, distributor (pharmaceutical warehouses) and retail (pharmacists) stages. Since the costs of some pharmaceuticals are high while their shelf life is short, it is not possible for pharmacies to keep all kinds of drugs in their stocks. Instead, pharmacies maintain reasonable amounts of inventory for products with high demand, while fulfilling orders for those with low demand through pharmaceutical warehouses. In this study, the real life drug distribution problem of a pharmacy warehouse that meets demands of 186 pharmacies in 9 regions is addressed. Optimal distribution routes that minimize both the transportation time and the costs are obtained by using our two-stage optimization approach without changing the company's infrastructure. At first, the multiple traveling salesman method, which is an extension of the traveling salesman problem, is used to determine the optimal routes. In the second stage, the system is simulated to determine the most suitable travel frequencies and the savings in the number of vehicles used. The results show that, savings of 52% in vehicles used and 46% in distance traveled per day can be obtained if the developed model is applied.

    Optimising Traffic Safety - Locating Traffic Gendarmes Based on Multi-Criteria Decision Making

    Turkey's expanding population and growing economy have resulted in a significant increase in automobile ownership, leading to a rise in traffic volume and, subsequently, an increase in the number of accidents. The increase in the number of deaths and injuries caused by traffic accidents has motivated authorities and automobile manufacturers to work together to mitigate the impact of traffic accidents. Therefore, the demand for better roads, modern technologies and higher-quality driver training is becoming increasingly urgent for traffic safety. Due to the scale of harm to the country's economy and society caused by the material and moral losses, resulting from traffic accidents, traffic safety and management is one of the most important government initiatives. One of the responsible units of traffic safety and management in Turkey is the traffic gendarme. This study reviewed the categories of traffic accidents, the number of accidents, and the road network that occurred in a province's gendarme responsibility area in Turkey and linked them with the number of traffic gendarmes in that province. Thus, the study utilised mixed integer programming based on multi-criteria decision-making methods to identify the areas where these traffic gendarmes will be deployed according to established principles.

    Selecting Facility Location of Gendarmerie Search and Rescue (gsr) Units; an Analysis of Efficiency in Disaster Response

    Disasters, referred to as events that result in physical, economic, and social losses for individuals and disrupt the daily activities of human communities, necessitate ongoing preparedness due to their unpredictable nature. Swift response during and after a disaster is crucial for preserving human life. Hence, it is imperative to initiate planning immediately following a disaster to ensure readiness for various tasks. Given these factors, search and rescue units must carefully select a base location that enables them to promptly reach affected areas. Disasters exhibit unique characteristics across different regions of T & uuml;rkiye. While some regions are prone to earthquakes, others face the risks of landslides, avalanches, or floods. Consequently, the required measures for disaster management vary from region to region. Nevertheless, when the term "disaster" is mentioned in T & uuml;rkiye, earthquakes often come to mind due to their frequent occurrence and significant impact. The Gendarmerie Search and Rescue (GSR) units have been actively responding to these earthquakes, renowned for their exemplary institutional discipline and working methods. This study aims to examine the operations and deployment locations of GSR units, which play a crucial role in mitigating the impact of frequent earthquakes in T & uuml;rkiye, utilizing a SWOT analysis. Additionally, a Multi-Criteria Decision Making-based mathematical model will be employed to optimize task activities and to select the most suitable facility locations for GSR units. The use of mathematical modeling in this context ensures that GSR units are strategically positioned to maximize their operational effectiveness and minimize response times. The results will be evaluated through sensitivity analysis.
